To support intact families, when appropriate, to stabilize the family situation and strengthen the family’s ability to fulfill parental responsibility for children.

To help children whose parents are incapable of assuming or continuing parental responsibilities, become part of a new family by establishing the legal relationship of parent and child between persons who are not related by birth, with the same mutual rights and obligations that exist between children and their birth parents. To respond to Court orders, determine appropriate adoptive placements for children, and supervise adoptive placements.
